What is Khatian in West Bengal? (খতিয়ান)
Khatian (খতিয়ান) also spelled Khatiyan, Khatian, or Khatiyan is the official Record of Rights (RoR) for land in West Bengal. It is the primary document that establishes who owns a piece of land, what their rights are, and what the nature of the land is.
Think of Khatian as West Bengal’s version of what other states call differently Maharashtra calls it Patta Chitta, Odisha calls it Khatiyan, Bihar calls it Khatiyan (खतियान), and Uttar Pradesh calls it Khatauni. They all serve the same fundamental purpose establishing legal rights over land.
What a Khatian contains:
| Field | Information |
| Khatian Number | Unique identification number for this land account |
| Raiyat Name (রায়ত নাম) | Name of the recorded land owner(s) |
| Father’s/Husband’s Name | For identification of the owner |
| Address (ঠিকানা) | Permanent address of the owner |
| Plot/Dag Number | Individual plot numbers listed under this Khatian |
| Land Area (জমির পরিমাণ) | Total area in Decimal (শতক), Cottah, Bigha |
| Land Classification | Agricultural, homestead, commercial, vested |
| Other Land Details | Neighbouring plots and their classification |
Types of Khatian in West Bengal:
| Type | Meaning |
| Normal Khatian | Standard private land ownership record |
| Lease Khatian | Land held on government lease |
| FHTD Khatian | Forest Hill Tribal Districts tribal area land |
| Vested Khatian | Government-vested (ceiling surplus) land |
| Bargadar Khatian | Sharecropper’s recorded rights |
What is a Mouza in West Bengal?
A Mouza (মৌজা) is the smallest revenue unit in West Bengal essentially a village or cluster of settlements for the purpose of land revenue administration. West Bengal has over 42,000 Mouzas spread across 23 districts.
Every piece of land in West Bengal belongs to a specific Mouza. When you search for land records on Banglarbhumi, you must first identify the correct Mouza where your land is located. Each Mouza has a unique Mouza Code (JL Number Jurisdiction List Number) that helps narrow down the search.
Why the Mouza matters: The same plot number or Khatian number can exist in multiple Mouzas within the same block or district. Always confirm the correct Mouza name and JL Number before searching, or you may pull up records for a completely different landowner’s plot.
How to find your Mouza: Check your old land documents such as a Khatian or sale deed the Mouza name will be mentioned there or visit the local BL&LRO (Block Land & Land Reforms Office).
Understanding RS and LR in West Bengal Land Records.
This is one of the most frequently asked questions about Banglarbhumi and one of the least clearly explained by most websites. Here is the complete answer.
RS Revisional Survey (পুনরীক্ষণ জরিপ)
The Revisional Survey was conducted across West Bengal between the 1950s and 1990s to update the old British-era Cadastral Survey records. The RS Survey created new plot numbers (Dag numbers) and updated ownership records (Khatians) after independence. The RS Khatian represents the state of land records after this major update.
LR Land Reforms (ভূমি সংস্কার)
After the RS Survey, further land reforms were implemented particularly Operation Barga (recording sharecroppers’ rights) and land ceiling laws (redistributing surplus land from large landlords to small farmers). The LR records capture these post-RS changes and represent the most current state of land records in West Bengal.
CS Cadastral Survey (ভূমি জরিপ)
The oldest survey conducted during British rule. CS records are the historical baseline. They are still referenced for ancestral land claims and boundary disputes.
The practical difference:
| Aspect | CS Survey | RS Survey | LR Records |
| Period | British era | 1950s–1990s | Post-RS updates |
| Dag numbers | CS Dag | RS Dag (Sabek Dag) | LR Dag (Hal Dag) |
| Khatian | CS Khatian | RS Khatian | LR Khatian |
| Current status | Historical reference | Major reference | Most current |
| Use for courts | Ancestral claims | Primary reference | Current rights |
RS-LR Information on Banglarbhumi allows you to trace how a plot’s Dag number changed between the RS Survey (Sabek old) and the current LR records (Hal current). This is critical when:
- You have old documents showing an RS Dag number but need the current LR Dag number
- Tracing how a large plot was subdivided after the RS Survey
- Verifying that a seller’s documents match current government records

What is Dakhil Kharij (Mutation) in West Bengal?
Dakhil Kharij (দাখিল খারিজ) is the official name for land mutation in West Bengal the legal process of transferring the recorded ownership in the Khatian from the previous owner to the new owner after a property transaction (sale, inheritance, gift, or court order).
Why mutation is essential in West Bengal:
Without completing Dakhil Kharij, even after your sale deed is registered at the Sub-Registrar’s office, the old owner’s name remains in the government’s Khatian (RoR). This means:
- You cannot get an e-Porcha in your name
- Banks may refuse a loan against this property
- Future sale will be complicated by the mismatch
- You cannot enroll in government schemes as the landowner
- In case of death, legal heirs face complications

Process For Checking RS-LR Sabek Dag to Hal Dag Online
One of the most specific services on Banglarbhumi that most users need but find confusing converting old Sabek Dag (RS plot number) to the current Hal Dag (LR plot number):
Sabek Dag (সাবেক দাগ) = the old plot number as it existed in the Revisional Survey (RS) records.
Hal Dag (হাল দাগ) = the current plot number as it exists in the Land Reforms (LR) records today.
When a large plot from the RS Survey was subdivided during land reforms, the original RS Dag (Sabek) became multiple LR Dags (Hal). The RS-LR service maps this transformation.
Process: Login → Citizen Services → RS-LR Information → Select Mouza → Select “Sabek Dag to Hal Dag” → Enter Sabek Dag number → View.
The results show: which Hal Dags were created from your Sabek Dag, what area each Hal Dag carries, and who is recorded as owner for each.

Banglarbhumi for Farmers Why It Matters
For West Bengal’s millions of small and marginal farmers especially in districts like Murshidabad, Malda, Nadia, and the 24 Parganas Banglarbhumi is a critical tool for protecting their land rights and accessing government benefits.
Kisan Credit Card and Crop Loans Banks in West Bengal require a valid e-Porcha (certified Khatian copy) in the farmer’s name before sanctioning any agricultural loan or Kisan Credit Card. Farmers with updated mutation records and current e-Porcha get loan approvals faster and at better terms.
PM Kisan Samman Nidhi (₹6,000/year) PM Kisan verification cross-checks the applicant’s land records against the state’s Banglarbhumi database. Farmers whose Khatian records correctly show their name and land area receive benefits without delay.
PM Fasal Bima Yojana (Crop Insurance) Crop insurance coverage is calculated based on the Khatian land area. Farmers must ensure their Khatian accurately reflects their cultivated land area. If the Khatian shows a smaller area than actually farmed, the insurance payout will be proportionally reduced.
Operation Barga Records West Bengal’s famous Operation Barga launched in 1978 recorded millions of sharecroppers (Bargadars) as protected tenants in land records. These Bargadar records are maintained on Banglarbhumi. Bargadars must check that their names still appear correctly in these records.
Government Compensation After Natural Disasters West Bengal is highly prone to floods (from the Ganga, Teesta, Damodar, and other rivers) and cyclones. Government compensation after disasters is paid based on Khatian records. Farmers with accurate, current Khatians receive compensation faster.
